Publication ethics

The editorial team of “Cybersecurity and Law” follows the guidelines and procedures established by the Committee on Publication Ethics (COPE), as set out in the COPE Ethical Guidelines for Peer Reviewers, available at www.publicationethics.org. The editorial team takes all possible measures to prevent copyright infringement and misconduct.

The editorial team ensures the confidentiality of the personal data of all parties involved in the publication process in accordance with the GDPR (Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation) (Text with EEA relevance), OJ EU L 119/1). The editorial team also ensures the confidentiality of all materials submitted for publication until they are published.

Duties and responsibilities of the editorial team

1. Peer review and publication: The editorial team is responsible for overseeing the peer review and publication process, including selecting reviewers, assessing reviews and deciding whether to accept or reject articles.
2. Avoidance of conflicts of interest: Editors should avoid conflicts of interest and remain objective when conducting preliminary assessments and making publication decisions.
3. Publication ethics: The editorial team should comply with the principles of publication ethics and take action in cases of violations, fraud, plagiarism or other forms of misconduct.

Duties and responsibilities of the Scientific Advisory Board

Oversight of journal policy: The Scientific Advisory Board is responsible for overseeing journal policy, setting publication priorities and supporting the journal’s development. Its duties also include promoting the journal, periodically evaluating its arrangements and practices, encouraging authors and reviewers to contribute to the journal, and cooperating with other members of the Scientific Advisory Board.

Duties and responsibilities of reviewers

Objectivity and integrity: Reviewers must assess manuscripts honestly, objectively and confidentially. They should avoid conflicts of interest and act in accordance with the principles of publication ethics. Reviewers’ comments must not contain offensive or defamatory remarks.

Confidentiality: All manuscripts under review are confidential and must not be disclosed to third parties, except to persons authorised to access them.

Timeliness: Reviewers must submit their reviews on time and inform the relevant journal editor if they are unable to complete a review.

Disclosure of conflicts of interest: Reviewers must disclose any potential conflicts of interest that may affect their ability to provide an impartial assessment.

Suggestions for revision: Reviewers should provide constructive criticism and suggest revisions to help authors improve their work.

Anonymity: Reviews are not made public. Review reports are shared with the editorial team and may be shared with authors after anonymisation. Direct interaction between authors and reviewers is not permitted. Review findings and reports, together with authors’ responses, are communicated through the editorial team or an appropriate system that ensures anonymity in a double-blind peer review process.

Proper acknowledgement of sources: Where necessary, reviewers should identify relevant works not cited by the author. They should also report any significant similarities to other works to the editorial team.

Fair play: Authors’ race, gender, sexual orientation, religion, origin, citizenship, age, marital or parental status, disability or political beliefs must not influence the outcome of a review in any way. Submissions are assessed primarily on substantive, formal and technical grounds. Reviewers’ decisions must be based on scholarly merit.

Duties and responsibilities of authors

Plagiarism, originality and integrity: Authors must present the results of genuine and rigorous research. They must avoid manipulating findings, falsifying research data and plagiarism. Authors must confirm the originality of their submissions. All quoted material must be properly identified and accompanied by references to its sources. Plagiarism is considered unethical and unacceptable. The editorial team checks all submissions using plagiarism detection software. Where plagiarism is suspected, authors receive comments and requests for correction. Articles that fail to comply with the journal’s anti-plagiarism requirements will not be published.

Authorship and co-authorship: All authors of an article must be listed, and their contributions to the research and preparation of the publication must be clearly stated.

Revisions: Authors must make the revisions requested by reviewers and/or the editorial team. Revisions may be required at different stages of the publication process.

Funding disclosures: Authors must disclose all sources of research funding that may influence the findings or their interpretation.

Avoidance of conflicts of interest: Authors should avoid conflicts of interest that may affect the integrity and objectivity of their work and the publication process.

Failure to comply with these principles may result in rejection or withdrawal of the work from publication. The publisher reserves the right to report violations to the relevant supervisory institutions.

Unethical publishing practices

Unethical publishing practices involve dishonest or unethical conduct in the publication of scholarly, literary or other works. They include actions by authors, publishers, editors or reviewers such as:
plagiarism; copying another person’s work or ideas without proper attribution; ghostwriting and guest authorship; generating content using artificial intelligence; falsifying data; deliberately altering or fabricating data, research findings or content to obtain favourable results; duplicate publication; and publishing the same work in different journals or outlets without appropriate disclosure, potentially misleading readers and the scholarly community.

AI policy

Guidelines for authors:

Disclosure of AI use: Authors who use generative artificial intelligence (AI) tools must disclose this in their manuscript. The disclosure must appear in the “Additional information” section and specify the name of the tool, the software version, the date of use and the exact prompt used to generate the text.

Permitted uses of AI: AI tools may be used solely to improve readability and style, translate text and correct language. AI must not be used to generate substantive content, research data or analyses.

Consequences of undisclosed AI use: Undisclosed use of AI tools in preparing an article will be treated as a breach of publication ethics and may result in rejection of the manuscript or disciplinary action.

Guidelines for reviewers:

Confidentiality of documents and data: Reviewers must treat manuscripts received for assessment as strictly confidential. Entering all or any part of a manuscript under review into generative AI tools is prohibited.

Prohibition on AI use for substantive assessment: Peer review requires critical thinking, original judgement and expertise, which are human capabilities. AI is not an appropriate tool for supporting the scholarly assessment of a manuscript because it may produce inaccurate, incomplete or biased conclusions. Reviewers bear full responsibility for the content of their reports.

Special issues

Special issues of “Cybersecurity and Law” are devoted to exploring specific research areas. Articles submitted to special issues undergo the same peer review procedures as articles submitted to regular issues. The same code of publication ethics applies to both special and regular issues. The number of special issues published in a year must not exceed the number of issues resulting from the journal’s publication frequency, as recorded in the register of newspapers and periodicals referred to in Article 20(2)(4) of the Press Law Act of 26 January 1984.

Special issues of “Cybersecurity and Law” make an important contribution to advancing knowledge in specific academic fields. They have the same standing as regular issues and are published with an explicit designation as a special issue of the journal.
