Objectives:
The right to public information is a fundamental civil right, guaranteed by the Constitution of the Republic of Poland and the Act on Access to Public Information. One of the most important limitations is the protection of classified information. This is information whose disclosure could harm state security, its defense, international relations, or other important public interests. This limitation is intended to ensure state security and protect important public interests. At the same time, denial of access must be justified and based on applicable law to avoid abuses and unjustified restrictions on the transparency of public life.

Methods:
Methods used: analysis of relevant literature, analysis of legal acts, analysis of case law and legal doctrine.

Results:
The analysis showed that the right to public information is an essential element of a democratic state governed by the rule of law, but it is subject to limitations related to the protection of classified information. These limitations are justified by national security considerations, but should be applied proportionately and in accordance with applicable regulations to avoid violating the principle of openness in public life.

Conclusions:
In practice, it is necessary to maintain a balance between the principle of transparency in the actions of public authorities and the need to protect classified information. This allows for both guaranteeing citizens access to information and effectively protecting state security.
