ABSTRACT
Objectives:
There is a need to develop a new model for the exchange of civil registration data between Poland and Ukraine, incorporating services provided by the European Digital Identity Wallet. Despite significant investment in the creation of electronic registries on both the Polish and Ukrainian sides, the exchange of such information and documentation remains highly unsatisfactory - a critical issue, given that these data are essential for establishing an individual’s correct civil status and ensuring their "legal convenience." This situation stems, on one hand, from the fact that the civil registration systems in both Poland and Ukraine—as currently designed - function as "closed systems" with inadequate provisions for data exchange. On the other hand, it is also due to a lack of awareness - or even a reluctance -among various entities, including government offices, to utilize electronic documents in international contexts, largely owing to a persistent "attachment to traditional, paper-based documents."

Methods:
Dogmatic-legal method

Results:
The subject of data exchange and the harmonization of civil registration procedures has not, until now, been addressed in legal literature. This article examines the current legal framework and analyzes the practices developed by the Civil Registry Office regarding the exchange of civil status information between Poland and Ukraine, evaluated against actual needs and European standards. Despite significant investment in the creation of electronic registries on both the Polish and Ukrainian sides, the exchange of such information and documentation remains highly unsatisfactory.

Conclusions:
There is a need to develop a new model for data exchange between Poland and Ukraine that incorporates services from the European Digital Identity Wallet; this will enhance data security, quality, and currency - all of which are core objectives of Europe’s Digital Decade.
